
1.United Liberation Front of Asom (ULFA) - Terrorist Group of Assam:
Most of its top leadership reportedly operates from unspecified locations in Bangladesh. According to reports, ULFA is in the process of relocating its camps in Myanmar, Mon district of Nagaland, Garo hills of Meghalaya and Tirap and Changlang districts of Arunachal Pradesh.
The ULFA’s organisational structure is divided into four zones.

Links were established with Pakistan's Inter Services Intelligence (ISI) and the Afghan Mujahideen. Reports indicate that at least 200 ULFA activists received training in Pakistan and Afghanistan.
ULFA also has a number of camps in Bangladesh.Apart from running training camps, ULFA launched several income generating projects in Bangladesh. It has set up a number of firms in Dhaka, including media consultancies and soft drink manufacturing units. Besides it is reported to own three hotels, a private clinic, and two motor driving schools, a tannery, a chain of departmental stores, garment factories, travel agencies, shrimp trawlers and transport and investment companies in Dhaka.ULFA’s camps in Bangladesh have been functioning since 1989.
Several ULFA cadres have also received arms training from the ISI at various training centres in Pakistan, close to the Afghanistan border.
The top ULFA leadership was also in close touch with certain officers of the Pakistani High Commission in Bangladesh, who have arranged for their passport in various names and travel to Karachi, from where they have been taken to the terrorist training centres run by the ISI and its affiliates.ULFA had also announced its support for Pakistan during the Kargil war. They described the Pakistani intruders – primarily Pakistani Army regulars and Afghan mercenaries – as ‘freedom fighters’. Some children of top ULFA leaders are reportedly studying in the USA and Canada under ISI protection.
2.National Democratic Front of Bodoland (NDFB) - Terrorist Group of Assam
The National Democratic Front of Bodoland (NDFB) was formed on October 3, 1986. The NDFB was formed with the purported objective of securing a ‘sovereign Bodoland’ in the areas north of the river Brahmaputra.The objectives of the outfit are the following.-
Liberate Bodoland from the Indian expansionism and occupation;

Free the Bodo nation from the colonialist exploitation, oppression and domination;

Establish a Democratic Socialist Society to promote Liberty, Equality and Fraternity; and
-
Uphold the integrity and sovereignty of Bodoland.
The NDFB areas of operation in the north and north-west of the river Brahmaputra in Assam form the main expanse of operation of the outfit.
The NDFB cadres have access to sophisticated arms and ammunition. They have been found to be using AK Series rifles, light machine guns, M-16 rifles, rocket propelled grenades, mortars and Chinese-make grenades. Cadres are trained in making and planting improvised explosive devices.

4.Kamtapur Liberation Organisation (KLO)The objective of the KLO is to carve out a separate Kamtapur State comprising six districts–– Cooch Behar, Darjeeling, Jalpaiguri, North and South Dinajpur and Malda––of West Bengal and four contiguous districts of Assam––Kokrajhar, Bongaigaon, Dhubri and Goalpara.
The KLO is active in following areas of West Bengal and Assam

Assam—four districts of lower Assam
However, the outfit is most active in Alipurduar in Jalpaiguri and the Shiliguri sub-division of Darjeeling.The KLO maintains a string of camps in Bhutan. Several of its camps are located across the Wangchu river, close to Chuka district in Bhutan.Reports suggest that Pakistan’s Inter Services Intelligence (ISI) is assisting terrorist groups, including the KLO, to commit subversion along the Siliguri Corridor of West Bengal.
5.Bodo Liberation Tigers (BLT) - Former Terrorist Group of Assam
[On December 6, 2003, 2641 cadres of the Bodo Liberation Tigers (BLT) renounced violence and surrendered along with arms and ammunition at Kokrajhar, marking an end to seven years of insurgency.]The BLT (also known as the Bodo Liberation Tiger Force or BLTF) was established on June 18, 1996, under the leadership of Prem Singh Brahma.
BLT's projects its major objectives as:
- creation of a separate State of Bodoland in the north bank of the Brahmaputra;
- creation of an autonomous district council in the south bank of the Brahmaputra; and
- inclusion of the Bodos of Karbi Anglong district in the Sixth Schedule of the Indian Constitution.
6.Dima Halim Daogah (DHD) - Terrorist Group of Assam
[The outfit is currently observing 'ceasefire' with the government.]It's declared objective is to create a separate State of 'Dimaraji' for the Dimasa (‘sons of the great river’) tribe, comprising Dimasa dominated areas of the North Cachar Hills and Karbi Anglong districts of Assam and parts of Dimapur district in Nagaland. The outfit is led by its President Pranab Nunisa and Chairman Dilip Nunisa.
The outfit’s mostly operates in Cachar, N C Hills, Karbi Anglong and Nagaon districts of Assam. It also has a strong presence in the Dimasa dominated Dhansiri area of Karbi Anglong district.
Extortion constitutes a major source of funding for the outfit. Even after entering into the ceasefire agreement, the outfit continues its extortion activities in the Cachar district. It especially targets the tea gardens located in the area. The villages most affected by the outfit’s activities.
The DHD has reportedly forged links with the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency.
7.Karbi National Volunteers (KNV) - Terrorist Group of Assam
Karbi National Volunteers (KNV) - a militant organisation of the Karbi tribe of Assam, was floated in the eighties with the objective of using violent means to secure a separate State of Karbi Anglong.Reports suggest that the militant outfit has also been extorting taxes with impurity.The army is also planning a military operation against the Karbi militants in selective areas of the hill district.8.Rabha National Security Force (RNSF) - Assam
Rabha National Security Force (RNSF) was formed by a group of youth belonging to the Rabha tribe to carve out a separate Rabha hasong (Rabhaland), comprising Goalpara, Bongaigaon and Dhubri districts, outside Assam through armed struggle.Its activities are mainly confined to lower Assam.9.Koch-Rajbongshi Liberation Organisation (KRLO) - Terrorist Group of Assam
10.Hmar People's Convention- Democracy
Hmar People's Convention- Democracy (HPC-D) is an offshoot of the Hmar People's Convention (HPC), which came into existence in 1986.The outfit's 'commander-in-chief' is Lalrupui. Its military wing is headed by Laltuolien Hmar. While Lalbieknunga functions as its 'deputy commander-in-chief', Lalrawngbawl Pulamte is the 'information and publicity secretary' of the outfit.The outfit is active primarily in Mizoram; the Hmar inhabited areas of Churachandpur district in Manipur, and the Cachar (with base camps in the Bhuban hill range) and North Cachar Hills districts of Assam.
The outfit collects 'protection fees' from the timber mafia in the Cachar district of Assam. Substantial funds are also reportedly generated in foreign countries, notably in the United States, by protagonists of the struggle in the name of protecting Hmar Christians.

19.Muslim United Liberation Tigers of Assam (MULTA)
The Muslim United Liberation Tigers of Assam (MULTA) was founded sometime in the year 1996. MULTA is one among the approximately 14 Islamist terrorist outfits reportedly operating in the State of Assam. MULFA is believed to have taken shape at the behest of the Inter Services Intelligence (ISI), the external intelligence agency of Pakistan.MULTA, as is allegedly the case with the other Islamist terrorist outfits in the State, seeks to mobilise the Muslim youth in Assam to 'fight' for the 'cause' of Muslims. Reports have also indicated that the outfit has as its objective the waging of jehad against India, to eventually set up a 'greater independent Islamistan' for the Muslims of Assam.
MULTA cadres, in fact, reports suggest, are attempting to emulate the terrorist outfits operating in the Indian State of Jammu and Kashmir, and claiming that they are waging jehad against the Indian state. Reports of June 21, 2002 have expressed the apprehension that the Al Qaeda might spread its network across the State. Fleeing Al Qaeda terrorists are looking for safe houses after the US campaign against them started in Afghanistan in the aftermath of the 9/11 attacks on the US. These cadres, reports indicate, might turn to the Islamist terrorist outfits in the State to secure safe houses. Sources further claim that the AMULFA would finally be linked with the United Liberation Front of Seven Sisters (ULFSS), in ISI’s larger plan to destabilise the Northeast region.
Extortion from the local population in the areas it operates, abductions for ransom and the illegal arms manufacture and trade in them have been identified as the main activities of the outfit.
20.United Liberation Front of Barak Valley (ULFBV) - Terrorist Group of Assam
The United Liberation Front of Barak Valley (ULFBV) was reportedly formed in the year 2002. The ULFBV was formed with the purported objective of creating a separate homeland for the tribal population in the Karimganj and Hailakandi districts of Assam.After formation, the outfit is reported to have planned to organize a series of strikes on the soft targets in both the districts.
